Google requires a Play Console account before you can upload anything, even to share a build privately with testers. Verification takes time, so start this early, you can keep building while it’s pending.

Register

Sign up at play.google.com/console with the Google account that will own the app. The registration has a one-time fee, with no yearly renewal. Pick Personal or Organization, the choice is permanent.

Verify your identity

Google checks your name, address, and a government ID. This step can take a few days.
